Weird balls people play in at the V A waterfront in Cape Town

Other day we went to the V A waterfront in Cape Town for the day and checked out these balls that people run around in. Looks like fun, would not mind having a few of those at the outside pool here. Looks like great fun. These must be even better on the beach.
